No, if you have annuals or perennials that are still getting established, you need to water them, and get those weeds out of there to the extent that you can. They provide ground cover and can keep some moisture in the soil, but they also compete with your plants for moisture. Assuming you have perennials you’re trying to get establish, layers of cardboard (wet it down after you lay it down) and heavy mulch will bury/kill many weeds. [/quote]
