I guess the rain is just that uncommon in enough of the state, whereas Washington gets a lot more rain. OP you probably can’t do/don’t need one of these (or at least not in the average suburban or DC townhome lot), but you might be able to get a rain barrel or two. They have screens on top so mosquitos don’t lay eggs in them, and then you have 50 gallons of water for watering. [/quote] It's not easy to do with hand tools IMHO. You also need to do some calculations to determine the capacity you need. Collecting rain water has a questionable legal status in some states.
