Exceptions occur based on threat assessments. That is, heads of organizations have the highest profile and are presumptively the most likely targets for adversaries seeking to make a statement, but others may be targeted based on specific circumstances. An effective internal security organization monitors threats against the organization and it's executives, allocating protective resources accordingly. That may in some cases result in executive protection, including security chauffeurs and perhaps even other protective security detail personnel, being extended to specifically identified potential targets beyond the agency or organization head. Intelligence analysis should drive the nature of the protection provided, which may extend to residential security, or to increased facility security, instead of or in addition to transportation security. In some cases, transportation security can mean avoiding commercial air travel in favor of private, corporate, or agency-owned aircraft, as well as to automobiles or SUVs. Ground transportation may be even be armored when justified by the threat assessment. Carey is well-known for private transportation use. They are not known for security transportation, however. Security is a specialized discipline, and it would be best to consult with a qualified practitioner with respect to executive protection topics, including those which relate to executive transportation policies and practices.
