Did your resident manager agree to swim lessons in the apartment's pool?  There's a liability issue and I cannot believe this would be allowed.  When I lived in a building with a pool toddlers were only allowed in the baby pool.  To answer your question, look up your local recreation center and call them and ask your question. Not sure why you're spending your one wild and precious life trying to start a fight on a parenting forum about baby swim safety, but OK--I hope you find whatever peace you need out there, friendo!

We're looking into private lessons because we have a medically vulnerable kid and our pool is rarely used in the mornings, so he'd likely have the place to himself. Plenty of pools allow this. Our co-op rules allow it if we sign a waiver.
