In a normal year, I doubt anything like this would happen, especially in 1st grade where the school already knew the kids and the dynamics. But this year, the classes probably ended up so unbalanced that it's just not manageable.  I would assume that the teachers/admin have tried other strategies and this is the only solution that might work. If this was a conflict between 2 kids then they would just switch a few kids. But this kind of reshuffle signals to me that the issues in your sons class were really really bad.[/quote]
