They are not a citizen of the United States; but they are a citizen of that locality. Neither federal laws nor the Constitution ban non-US citizens from voting in state or local elections. California can pass a law to allow Green Card holders to vote for Governor or California legislators and that's 100% legal. The Green Card holders could NOT vote for POTUS or members of Congress (House or Senate).
