Then I would reach out directly to the VP of USAirways and Marketing and let them know what happened.  If you are a frequent flier - tell them so.

After that is over, I would reach out to the FTC and send them a copy of the information about your stolen laptop.  I would let them know you are concerned about identity theft and that the police not taking the report.  It is their job to track down when local police do not file a report.  I would forward a copy of this email/letter to the police officer and USAir.

File a report with TSA and let them know about how the police and USA handled the investigation.  I would forward a copy of this email/letter to the polce and USAir

Once you are done with this, as a last step - I would follow up with the press officer from the local police agency and let THEM know what happened and let them know all the actions you have taken.  Let them know you are HIGHLY concerned that the police did not follow procedures in taking a police report and that you are, as a concerned citizen, sure they will be reaching back out to you ASAP to follow up again within 24 hours.

Love this response. I find too often that people just don't want to be bothered with writing emails and letters and just give up and complain instead. If something is wrong then do something about it, speak up and take it up the chain of command. Sorry, OP that this happened to you.
