I think they do look at individual scores, not the composite, since the determining factor for 2nd grade pool placement is having one single subtest (not composite) score at or over the benchmark.

So, I am not sure if there is a magic cutoff number for admittance on parent referral in 3rd grade, but in our case, our lowest subtest score was 120 (89%ile) and our highest was 148 (99%ile).

If the composite was the main consideration, I am not sure how my ds was not admitted with a 99%ile composite on the CogAt.  I think if you are seriously considering a parent referral, I would strongly recommend you at least send a note to your child's teacher to ask if they feel that AAP is the right fit.  This will give you an idea if the GBRS they will have to submit will support/back up high test scores, or will overcome test scores that did not meet the benchmark (assuming they are looking at a similar benchmark to the 2nd grade numbers).[/quote]
