What kind of restrictions/for what type of competition? I don’t think there are many restrictions, at least for ECNL. BRYC composite players play ECNL and also compete in non-ECNL league play/tournaments. If a club cards them, I don’t think there are many/any restrictions.
Correct - Since ECNL parent corporation is "US Club Soccer®" and the competitor corporation is "US Youth Soccer®" you can be simultaneously carded under both umbrellas. A club, (BRYC, Arlington, etc) can participate in both organizations simultaneously. A player at a club (BRYC, Arlington, etc) can be dual carded and the club can move the player between teams and between corporations as they see fit while adhering to that corporation's age rules. US Club Soccer® oversees these leagues: ECNL ECNL-R NPL etc. https://usclubsoccer.org/npl-member-leagues/ US Youth Soccer® oversees these leagues: GA EDP CCL NCSL VYSA ODP National Championship Series Presidents Cup etc. https://www.usyouthsoccer.org/national-championship-series/ Outlier Leagues may have different rules about cross carding- MLS Next, USL Academy appear to be independent of the two big corporations.
