No, it’s not. At least it’s not what they are supposed to do. Under DC laws, Biden could be held criminally responsible for this second incident. Under California and many other state laws, the dog would be required to be put down for biting two people.[/quote]

In the first incident the dog reportedly did not break skin. I don’t think a non penetrating nip would count as a strike requiring euthanasia. But definitely a warning sign that something should be done in terms of training and environment.
