People who are poor, which in this country means disproportionately minority, may have a harder time obtaining the necessary records or proof of residency, might not be able to afford the fees, and might have trouble getting to the DMV because it's not easily accessible by public transportation and because they can't take time off work. In some states, legislatures have even reduced the number or operating hours of DMV offices in heavily black areas. Also, elderly people, especially the elderly poor, may not have all the required documents -- if they were born at home, they might not even have a birth certificate, or the records are incomplete. These issues with access don't affect everyone equally, but they can make it harder for people to get a government-issued photo id. But that's tangential to OP's panic or whatever, since it's not required to get the vaccine in DC, MD, or VA. [/quote]
