The owner shouldn't allow it first thing in the morning while people are sleeping.   Instead of just "letting the dogs out" on their own, the owner needs to stand with the dogs and once they are done with their business, bring them back in.[/quote]

Good point, that different people will have a different standard for "first thing in the morning."   I used to work graveyard shift myself, so my version of  "first thing in the morning" would have been about 4 in the afternoon.

Yep.  No one needs to leave their barking dog outside, they do it because they don’t want to listen to the barking inside.[/quote]
