We moved here a decade + ago and even in this time it's changed radically, yet the local governments won't change (roads, schools, planning areas, etc)  We'll say here. we both went to college here lived in N. Virginia for a long time, and got an opportunity to move here a while ago. It's not the same, not that anyplace is. But it wants to grow and yet is backwards in its ability to deal with growth. Things will brighten post pandemic, but if you want more than schools to be open it's not the right time, because the things we love, including SNP, shut down.
