Good gracious, there's so much case law in the US that says that states are the ones who control both education and public health it's not even funny.

So if districts meet VDH/VDOE guidance, they can open. AFAIK, most districts represented here are working [i]from that guidance[/i]. That guidance is based on study after study after study of open schools showing that it's safer to be in school that to be out doing many other things.
