OP, the restrictions on tear gas came after clear cases of abuse. Two well-known examples were Lafayette Square which was cleared for Trump's photo op and Shaw street where activists simply trying to get home were kettled and then tear gassed when they no means of escape. Note, that in both cases authorities initially lied about the use of chemicals. Council action was to prevent such abuse. As you note, tear gas was still legal for cases of imminent danger. Anyone viewing video of the insurrection would agree that what was happening there qualified. I appreciate that you put significant effort into creating a straw man that you could then light on fire. But, a more useful discussion would occur if you stuck to facts and reality. Certainly, wanting consistent and appropriate use of tear gas and pepper spray is not hypocritical.
When departing Chief Newsham presciently stocked up on tear gas anticipating possible post-election violence, the Council was very peeved and demanded answers! Seems like our Council wants it both ways. Obviously, it's a good idea to have some on hand and be prepared to use it. https://www.wusa9.com/article/news/local/protests/dc-police-preparing-for-election-unrest-with-more-tear-gas/65-313455d9-89e4-40ef-9a37-b572eeaf0fd9
