But currently the case transmission rate is way too high. They had an update session in December (I think they called it an 'affinity session') where they outlined the decision matrix for opening. Based on what they outlined there, the case rate in DC is currently too high for them to open. The deck from that meeting was linked in one of the weekly emails toward the end of December.
