Public charter schools have a stronger middle school story to tell. Howard University Middle School of Math and Science, E.L. Haynes, KIPP, Paul and Washington Latin are among the schools that posted 70 percent proficiency or better in at least one subject.
A lot if not all of that is a selection bias though not because they're truly more effective (exceptions in the mix). As a mental exercise, we could do away with all of DCPS middle schools and spread those kids across all the charter schools and the average would look just as it does now but with less outliers on both ends. So yes, charters have a better story to tell but not one of being more effective, just one of attracting better students. I think OP had the right approach of comparing apples to apples. I for one would love to hear more on that rather than yet another charter vs. public discussion.
