They are different investments with different risk profiles and aren’t interchangeable like that. If you want fixed income over .1% interest there are certainly options— ibonds are an obvious one. But the question for OP to answer for themselves is what is their time horizon and what is their risk profile and then knowing those they can find an asset allocation. If this is money you don’t want to touch for 20 years I wouldn’t worry about where the market is today, and likewise if it’s money you plan to use in the next 5 years you probably shouldn’t put it in the market no matter where you think its going.
