You can shut everything down and go back to phase 0 or whatever and it’ll help, to an extent, but won’t reduce transmission to near zero. Because people will congregate privately instead. And unless you want the police and national guard forcibly shutting people in their homes, there’s really no enforcement mechanism. The best we can do is a mask order (already have it), close indoor dining and bars, close group fitness classes (I think individual workouts on treadmills and weights and stuff can still happen at a reduced capacity and physical distancing), and heavily encourage telework. And that’ll only happen if the hospitals start to get overwhelmed. [/quote]
