Based on the regulatory maximum group size of 20 for ages 3-4, the 15-person limit was informally described as operating at 75%. The 15-person limit was lifted by the state in early October. Since that time, Montgomery County had asked child care providers to stick to that prior limit, but didn't institute their own restrictions before this proposed executive order.
