Directly next to the voter signature line, it has “WITNESS ___________________” with zero other mention of a witness. I just received the ballot on Friday.

Yes, the envelope has a  witness signature space, BUT as PP explained above, this is not necessary.

This is a quote from election website (even in bold font in the origy page)

If you believe you may not safely have a witness present while completing the absentee ballot for the November 3, 2020 Election, you are not required to have a witness present.
Accordingly, you may disregard the witness signature requirement if you believe you may not safely have a witness present while completing your ballot.[/b]
