You do not need a witness. This rule was changed after the ballots were printed. https://www.washingtonpost.com/local/virginia-politics/virginia-absentee-ballot-instructions-confusing/2020/09/23/4ec4dfa8-fd1b-11ea-9ceb-061d646d9c67_story.html
Directly next to the voter signature line, it has “WITNESS ___________________” with zero other mention of a witness. I just received the ballot on Friday. I’m hugely annoyed and concerned about this. It’s so confusing, invites error, and hands Trump ammunition to fight every ballot.
Yes, the envelope has a witness signature space, BUT as PP explained above, this is not necessary. This is a quote from election website (even in bold font in the origy page) If you believe you may not safely have a witness present while completing the absentee ballot for the November 3, 2020 Election, you are not required to have a witness present. Accordingly, you may disregard the witness signature requirement if you believe you may not safely have a witness present while completing your ballot. You can confirm this information in the OFFICIAL virginia elections website https://www.elections.virginia.gov/casting-a-ballot/absentee-voting/
