Yes. Objectively speaking, they are one of the higher performing police departments in the nation.  However, there are some improvements to be made. But [b]Elrich's hatred of his police force is palpable. [/b] If he can't learn to bring different stakeholders together in a reasonable way, his "reform" will fail.   He needs to recognize the strengths of his department to move forward with any improvements.  Otherwise, I see a massive exodus of the good officers, leaving the mediocre (and bad) ones behind.
