I think another thing to consider is that even in the instances in which the numbers *do* reflect students, the students that are back on campus are largely sports teams. Meaning folks engaging in sport--in close contact without a mask. A "typical" college student in contrast will be able to wear a mask, and the classrooms can be set up with appropriate social distance. I realize their might still be outbreaks, but I think the circumstances are different, so they can be limited and contained provided the colleges follow through with their stated plans of frequent testing and separate quarantine dorms for covid-positive students.
