The faster-moving vehicle has to give way - that means if you are overtaking, you need to slow down and either ask them to move over, or move yourself. I jog and speed-walk every day and never have this problem you're having. It sounds like maybe you need to find a less-crowded place to run.
It's actually not that crowded - it's only made crowded when jerks do things like this. If they walked single file and did not hog up the entire path, there would be plenty of room to pass.
if it’s not crowded then you (the faster moving vehicle) need to go around, or slow down and request they move over if you can’t. Or do you also think cars need to drive as close to the curb as possible in case you need to pass? No, they drive in the middle of the lane, and you go around them when you pass. COVID will be around for a while, and nobody is going to be walking single file with their kids and spouse and dog on an uncrowded path, so you need to be realistic.
