I see what you mean, but most people in DC don't live close enough to walk. I think license plates are a decent indication of where many people were traveling from. I live in DC, and I'll tell you that people are observing social distancing in my NW neighborhood. More people than not are wearing masks when going for walks, jogging, bike rides. People are crossing the street or going into the street to avoid passersby, and there is no sign of groups congregating. Based on threads here, it seems that many in MD and VA (especially VA) are not adhering to social distancing. There is also data to suggest that DC is doing much better than MD and VA in terms of adherence to social distancing: https://www.unacast.com/covid19/social-distancing-scoreboard?view=state&fips=51 and that Republicans (more in MD and especially VA) are also more likely to want to quickly return to normal activity when social distancing ends: "Party affiliation was the clearest indicator of who might immediately return to normal after social distancing ends.
