Who does know how to educate at-risk minority kids outside creepy boot camp programs rejected by white/high SES families, e.g. KIPP and SEED? No school can be all things to all comers.
Charter schools need to be able to educate all comers, that's why they get public money and can't turn away students.
Get real, no charter can do that. A giant, well-fund, comprehensive middle or high school with a big high SES population, maybe. But a DC charter, forget it. We pulled out of a charter with a mile-long WL because our kid wasn't challenged there - too many low-performing and average students and not nearly enough support for advanced leaners.
