I work in a federal building with a daycare. I send my kid to a daycare in a private building. The security in the federal center is so far leaps and bounds beyond the private one that I can't get too worried about that.
Seriously. If someone wants to attack a daycare center, they won't go to a federal building. Especially since each federal building has its own police force with an arsenal of assault rifles, armored vehicles, and K9 dogs. The only safer place for you kid is probably the White House. It seems that the report is showing that daycare centers are weak points in federal buildings. Due to the easy access required to get kids in/out of the building in a reasonable manner - and due to the fact that non-Fed individuals can access the building via the daycare center - the existence of the daycare center introduces risk to a federal facility. We are at an Fed agency daycare center. The security protocol to enter the daycare portion of the building from the street is much more lax than if I tried to enter the building through the normal entrance. Through the daycare door, I just swipe an RFID badge from a street entrance and access the building. No metal detectors, no security guard, parents will frequently hold the door open for others who are carrying kids or items. If I tried to enter at the normal building entrance, I am greeted by multiple armed guards, metal detector and xray screening, checking my ID, and requiring an escort. That's how I view this report. It seems to be providing cover for heads of agencies to eliminate daycare centers under the guise of security.
