A barber is not a dermatologist. But barbers look at a lot of heads and sometimes see odd things. It is important that they recognize something that is not safe for them to work on and refer any questionable conditions to a doctor for diagnosis and treatment. Knowing what's within their scope of practice is part of licensing.
