If OP's true preference is SWS and then the IB school, she's going to have to have a fairly bad master number not to match at the IB school. And if she does have a bad master number, she's not getting in OOB at Peabody, Van Ness, etc. There's no harm in listing them if you have less than 12 other schools you'd be willing to attend, but there's no reason to think they'd work out. OP, if you're looking for somewhat nearby schools with better odds to consider for your list, consider Walker-Jones, Browne, Wheatley, Appletree Oklahoma Ave, Friendship Blow-Pierce, Center City Capitol Hill, and Friendship Chamberlain. If you're going to put Appletree SW you could also list Amidon-Bowen; it didn't take any OOB kids last year but the chances are probably better there than at the other DCPS schools you listed.
