The grass is greener thing maybe applies to PK students switching from one hrcs to another. After that, people switch because what they have isn't working. If it was working, they wouldn't switch - elementary school communities are hard to leave.[/quote] There are a lot of school without much sense of community charters as well as dcps. So, not a major factor for everyone. [/quote]
