Babies in a way regulate their temperature by putting hands in the way it is comfortable and efficient. If they are cold they keep arms close to the body but if they are comfortable warm they stick arms up along the head. If you overheat the baby this alone might raise the temperature so you might want to play with the cover thickness a bit. 
I am not sure how the snoo works and w hat is motion limiter but are you sure you want to keep her on any motion at all? Is it necessary? I am not sure what are recommendations but generally having things that vibrate or move are not advice for extended periods, only for short times occasionally, unless something changed. You area laso running into a chance of having her hooked on constant movement so then you will be in a jam of having to use it or else she will fuss. It is much easier not to develop habit then eradicate it.
