This is their comfort level. Many of them were forced to come here because of terrible issues in their home countries. Exchange students who come here are coming to expand their horizons and expect to be outside their comfort zones. They will be going back to their home countries as ambassadors of US culture and education systems. They are also high achieving and usually do not fall within ESOL, FARMS or Special Ed categories. They do not congregate with people just like them. There is big difference between these two kinds of students. It has nothing to do with wild guesses like "Many of them were forced to come here because of terrible issues in their home countries". Exchange students are the same. So the only difference would be how many students from another culture we have in our schools. The most dominant "foreign" cultures in most of our schools are either Asian or Hispanic. Exchange students from these cultures will not make much of a difference. If you have exchange students from other "rare" cultures. that could really add something. Also I see no reason to assume that "exchange students do not fall within ESOL". Unless they are from a English speaking country, most times they would need some help on that part - I don't know if MCPS put them in EsOL programs or not though. FAMRS? probably not. [/quote]
