A child with an IEP has the legs right to PK3 or PK4 seat even if they are only entering the school system late in the year. Many children are in private preschool or day care or at home before they are diagnosed and qualified for an IEP. Wish I knew what school told you that so I could report them to DCPS and OSSE.
