There are 3. Academy Blue, White, then Green.

3 current U13 teams-  ECNL(lightning), State cup team (the rowdies/EDP), and then the Bulldogs (NCSL)

yes.  Last year there were 4 U12 teams (blue, white, green, orange) consolidating into the 3 U13 teams.   So there were no spots available to outside players without Bethesda cutting current players.
This year there are only 3 teams moving to 3 slightly larger teams so there will be open spots to the outside.  [/quote]
