There are kids who play. DCUM can’t help with finding your high school kid a play date. There’s a gamers club that used to meet on the occasional Friday. There is a list of clubs. Your kid has look at the list and go to a meeting. If your kid needs more encouragement than that, I believe the county has some social skills programs.
Wow, snark much? OP - If your kid is really into these things, I'd also encourage him/her to look for a FLGS (Friendly Local Game Store) in your area that hosts MtG tournaments - they may also have D&D groups etc. I am in MD, so I don't know VA all that well, but there is also a FLGS in DC - Labyrinth, that hosts D&D games and MtG tournaments. I would recommend that either of you do web searches for that, and then go visit the store to get the vibe of the store and whether they are welcoming to newcomers, women, etc. Once he or she has found a group there, they may be able to direct her to school stuff. I will say that my child who does lots of tournaments and enjoys a good D&D session is not interested in doing it at school - too many other things going on, and he keeps the two spheres separate, so he really enjoys store tournaments and D&D sessions.
