They are turning at the same time as if they have the right of way. If I just turn into the curb lane without regard for them one of us is going to have damage, either I am going to have front end driver side damage or they will have front end passenger side damage because we will both occupy the same space briefly while turning and straightening out in the lane (relatively close quarters here) - most driver do wait their chance to make the left because that is what is safe. I am talking about the few that don't. [/quote]
