Gangs have two very distinct characteristics (they're organized...they operate in criminal activity) that set them apart from just a group of juveniles who from the same neighborhood who hang out together. So yes, two gangs may fight for control of a turf to see who will control the drug trade or the crime (stealing cars and robbing liquor stores etc) in certain areas... But two groups of juveniles from respective projects who don't operate in any criminal activity but just talk shit to one another at bus stops and basketball courts and foolishly end up taking things too far is something entirely different - it's a neighborhood dispute.
