Well known rules of conduct, membership, and clothing. These are some of the things that make a gang a gang. DC doesn’t have stuff like this. DC has crews. Guys who grew up on the same block or in the same project, and hang together. Their affiliation is based on geography and on knowing each other their whole lives. Beyond that, they don’t resemble a traditional gang at all. A MS13 member from Kansas City could come to Manassass, check in with the local MS leader here, and be admitted into the local chapter as a transfer member. They already know the rules, it’s just like a corporate transfer. But a kid from Barry Farms would never be welcome in Clay Terrace. They would always be an outsider. That’s why the police are correct when they say it’s not a gang thing. Because DC urban yoots aren’t organized enough to form gangs. They only know the guys on their corner. [/quote]
