Because these are gang colors and schools ban them so that kids are not targeted by mistake. 
It sounds like something like an Angel tree that OP is doing, so I would be extra careful since she may not know what school the kid goes to.

Unfortunately they are.  MS-13’s color is blue.  The rival color is red.  MS-13 gang members attacked someone in Wheaton Park in the last couple of years just because the person was wearing a bit of red.  It is absolutely crazy and senseless but it happens.  I deal with this for my job.[/quote]
