I think the CE can recommend a funding amount, but the Council can raise or lower it and ultimately has the say. It seems to me that the CE is in a limited position to influence schools via funding. I feel like he has much more sway in other areas. I know Elrich is tight with the teachers union. I don't know if that's a good thing or a bad thing. I guess I lean towards bad if the unions make it harder to replace ineffective teachers. But I'm open to hearing why it's good. My understanding may be quite simplified. [/quote]
