I'd be willing to bet 75% of that increase was because of added PK spots during that 10 years.  I am very skeptical of significant increases in the percentage of middle/high school population actually attending DCPS/charter schools.

Last year, the DC Council provided funding for the Office of the DC Auditor to undertake a DC Public Schools Enrollment Study. The 21st Century School Fund, the Urban Institute and Cooperative Strategies have worked since January to assess the accuracy of the school system’s current methodology for developing enrollment projections, compared with best practices used elsewhere.

Mary Filardo and Will Perkins of the 21st Century School Fund provided a preliminary report Monday night at a meeting of the Ward 3-Wilson Feeder Education Network. Without revealing the study’s findings, they offered the group’s members a preview."

If these are even close to being right there needs to be a top-to-bottom revision of boundaries set to go into effect in 2023 or so.  And it needs to incorporate some sort of facility planning with charters/PCSB.[/quote]
