People with higher (as in bad) numbers will feel like they are "moving" more because of people dropping off, but it doesn't necessarily mean a single person has gotten off the wait list and been offered a space. Meanwhile people who are closer to single digits tend to move the least, unless it is an entry or expansion year -- but when they move it is more likely due to someone being offered a seat. Fewer people choose drop off a list that seems 'possible,' especially in the summer. [/quote]
