I don't know the rationale, but if you just the total numbers by grade, you can pull that information off the Virginia Department of Education site at this site: http://www.doe.virginia.gov/statistics_reports/enrollment/fall_membership/report_data.shtml However, that information is only collected for one month in the fall, and not updated montly.
