Generally cheaper to pick up a local prepaid SIM, if you have an unlocked phone and are willing to spend a bit of time researching how to do it. In most of Europe you can pick up a SIM with 3-5 GB of data for 20-30 euros. More than enough for the basics of a 2 week trip.
