If no appropriation is involved, the executive branch can make these procurements much shorter. Shorter procurement sounds good until you realize there's not going to be any proper discussion of the project. PLUS- MD Transportation Secretary Pete Rahn is steering these contracts toward his old company and old colleagues. How much you want to bet he leaves and rejoins his old firm or another firm that gets a fat contract the second he can? I've committed myself to leaving this area if they go through with it. It will be such a reduction in our quality of life. I don't agree with building roads just so people can live further out. And the vendors would have guaranteed minimums so if people don't use the toll roads enough, taxpayers still have to ante up. I voted for Hogan but never again. Yes, I'd much prefer to invest in transit even if it means construction. We cannot handle any more pollution and noise from these roads. P3s are not the miracle Hogan pretends.
