OP, is your new place a sfh or an apartment? Asking to determine if you have wood or metal studs. You can totally hire someone, but you should also know that you can definitely do this yourself.

Assuming SFH with wood studs, get thee to a hardware store. Buy toggle bolts and wood screws and if you don’t have one, a corded drill and a box of drill bits. Bring the tv mounting thing and if the first sales person doesn’t seem knowledgeable, try someone or somewhere else.

Yes, she can do this part.  But before this I would ask how she plans to plug it in.  Chances are there is not an electrical outlet on the upper wall where she plans to mount the tv.  So is she going to run the cord from the tv down to a plug?  Does a plug exist around the bottom of the wall that she can access?  Is the cord long enough to reach from the tv to the outlet?[/quote]
