Not all people own in MoCo (not even close!). MCPS has to accept all students that show up. This has been discussed before. That is how undocumented children attend schools. There is no way they will deny a kid admission to a school because there are no tax documents. Families who do this sometimes do get a utility bill sent to the zoned address. Utility bills are enough. [/quote]
