Do you like your current place? The risk of not getting in for PK3 at Marie Reed seems pretty high, even if you are in-bound. I would stay where you are, send your child to HD Cooke for 2 years, then move to the Oyster boundary, but on the Adams Morgan side. Basically everything between Columbia and Connecticut is in bounds for Oyster (but check addresses in the boundary system, of course!), as well as a couple of streets behind Pierce Park, so you should have at least some 2 BR condo options.
This. Ditto for Oyster for PK4. Agree with the advice to just do Cooke, at least for one year. I've heard Cooke is pretty good for PK. Also know people who have their kids in Jubilee Jumpstart in AdMo and love it - and it is free once they get to PK4 (under the DC universal PK program). http://www.myschooldc.org/find-schools/school-options-outside-my-school-dc/
