He seems to mistake articulating his thought process with having an actual thought process. And he is very into big last minute behind closed doors Council maneuvering - remember the big tax cut two summers ago that was never discussed in the Council and absolutely no one was expecting and was announced and immediately voted on. Mendo reminds me of the Chance, the main character from Being There. A mediocre ANC commissioner who has somehow bluffed his way to the top and still thinks it is 1986.[/quote]
