I am low carb/ whole 30 most of the time, getting my carbs from vegetables and fruit most of the times, but I eat the kinds of carbs you are talking about when I find that they are worthwhile. I am not going to eat grocery store bread, or crappy cereal. If I am out at a restaurant and there is a pasta or risotto on the menu that sounds awesome and it is a restaurant that makes wonderful pasta, I will probably get it. or if the dessert is a delicious looking and sounding chocolate item, I will get it. If I take 1 bite and it doesn't live up to my expectation, I don't eat it.
+1 This is the key. Basically mindful eating. Eating clean as much as possible, but allowing yourself the stuff you truly love on occasion. I'm never not going to eat high-quality bakery items from time to time, but I work hard not to eat any processed stuff. I'd probably be 10 pounds lighter if I never ate another carb again, but I'd rather be happy. C'est la vie.
